Re:It's difficult to answer since so many can run on Windows via cygwin or mingw.
But I would say that apt is probably the best, it's lightyears ahead of Windows in software management.
iptables, while complicated is a much more complete firewall and packet filtering implementation.
Evolution, I know there are people working on getting it to work on Windows but I don't think they're there yet.
