Low network bandwidth options needed [bandwidth networking] [modem connections]

Q: I work abroad and am working on a number of people to alternate network connectivity to offer our homes in place of 33K dialup modem, 802.11b connections.

We thought about it, but I have my serious doubts, given the hilly terrain, tall trees and constant moisture.

Ethernet the power may be an option, but we have a lot of pole transformers. Will this work? I would apprecaite someone with experience here over telephone bells in.

DSL sounds promising, but expensive.

We run our own telco and power company, so I have a certain give to most people stateside have.

What low bandwidth (1 MB / sec or less) options do we have? Something that works through any issues that I mentioned above? All line-of-sight is probably out. Radio thing?

Using the existence copper is a good idea.

One of the things to consider is Fiber optic through the Sewer system (I am Not Kidding) it is a solution used by few small communities.
