In my experience, yes. But I use Firefox these days so I haven't tested IE's blocker too much.

You probably have something on your system…I know that some recent AOL IM (AIM) ads on the top of the program have been opening popup windows. Maybe if you have the buddy list open and visible and when IE is closed, the AIM window becomes the top and that is why you think you get popups after leaving drudge.com?

Just attempted to reproduce your results to no avail in Opera, with the internal Opera preference set to "Open requested pop-up windows only".
Edit: Just tried with IE as well, and actually received no pop-up ads either. No pop-up blocking software installed, and using SP1 on this machine.

Not all pop up blockers are fool-proof. Microsoft's is pretty good, actually. Firefox also has an excellent blocker. Google's has been circumvented by many sites, unfortunately.
