What is the best graphics card for video recording? [best video card] [audio quality]

Q: My dad has a bunch of videos on VHS tape and several others. He wants them back to DVD.

I want to see what you think is a good recommendation. Image / sound quality is very important. Does not matter if the PCI-E, PCI, AGP or. I can just upgrade his computer anyway.

External addon aircraft will also be considered as well.

Re:If you don't want to do a lot of editing and you are looking for a super easy and yet still high quality way to do it. Get a stand alone DVD recorder. You can get one for around $100 They work great and are as easy to use as a VCR.

Re:Hauppauge PVR 150 FTW?

It's not a video card, but it will do the job. I don't have much experience with using a video card for encoding as my 6600gt only does decoding.
