Where is the 'download link' setting in Internet Explorer setting is stored? [software section] [internet explorer]

Q: It is normally a per user, but I want this set to disabled for all users. I searched the IE settings in the registry (this is in Win98 by the way) and not found. Anyone know where it? Or how to disable downloads for all users, instead of each individual user?

Sorry like this should be in the , but IE is integrated with Windows so damn I thought it would go here =).

Re:Internet options, Security, Custom level. Not sure how to enable it for all users, except to create other users by copying existing one with correct settings.
