not if they have chosen not to share the resource universally. you can build a list of users that get access and limit access to only that list of users.
the secretary's machine may not have access to my files, but at her machine would i be able to access those files manually.

Correct, and you can specify the correct credentials when you attempt to connect. You should be seeing a login box if your default credentials don't give you access. If they do, and the access is wrong, you can use the net use to set a different set of credentials.

weird thing is, i have a HD that has gone from system to system for a while. i keep all my files on that HD. weird thing is, i can write to it, save to it and read from it, but i can't delete off it. because i'm not logged into the system with the same credentials.

is that unusual?

Huh (not sure I follow your example)? You can use whatever credentials you like to access a remote resource.
